The leadership team, led by a chairman and vice chairman, as well as a treasurer will work closely with a team of seasoned consultants and executives to form a strong organization to represent the growing supersonic/hypersonic aviation community. Membership recruitment is often most successful when driven by those within the industry and a vibrant, engaged board leading the effort most often yields the most success in the early stages of a trade association’s development

April Beeman
FAST Executive Director
April Beeman serves as Policy Advisor at Nossaman LLP, an innovative law firm with 12 U.S. offices addressing cutting-edge issues. With over 25 years of experience in non-profit and public policy leadership, she previously served as Chief of Staff for a U.S. Congressman in a frontline rural district and as Senior Consultant at Center Forward and Stone City Solutions, LLC. Her expertise spans executive leadership, grassroots organizing, legislation, policy analysis, political campaigns, and data analysis. April's collaborative approach combines transformative policy analysis with strategic thinking, leveraging her planning skills to navigate complex landscapes and bring together meaningful policy discussion and legislative action while delivering high-quality solutions that exceed expectations.

Bill Bruner, Col., USAF (ret.)
FAST Board President
Bill Bruner brings over 40 years of operational, strategic planning, and leadership experience to the Board from Capitol Hill, the Department of Defense, the private sector, and NASA. A retired Air Force Colonel and Distinguished Graduate of the National War College, he currently serves as CEO of New Frontier Aerospace, a manufacturer of advanced rocket engines, aircraft, and spacecraft. As a Presidential appointee, he served as NASA Assistant Administrator for Legislative and Intergovernmental Affairs and later as Director of Government and External Relations at Lawrence Livermore National Laboratory. His military career included combat service during Operation Desert Storm as Chief of the NBC and Counter Scud cell for the Joint Forces Air Component Commander. He has 1500 hours in the F-111 strike fighter and is a graduate of the U.S. Air Force Fighter Weapons School.

L. Scott Rice Lt Gen (ret) USAF/ANG
FAST Board
L. Scott Rice retired in 2020 as a Lieutenant General after over 40 years in the United States Air Force and Air National Guard, serving as Director of the Air National Guard and Adjutant General of the Massachusetts National Guard. A combat veteran with seven deployments spanning Bosnia, Iraq, and Afghanistan, he commanded at all unit levels and flew F-111s and A-10s in worldwide operations. Currently serving as senior advisor to the Hampden County Sheriff's Office, he previously directed Massachusetts' billion-dollar emergency shelter program serving over 30,000 homeless individuals. General Rice serves on multiple boards including Darley Defense, Sierra Nevada Corp, and the Western Massachusetts Council of Scouting America as Executive Board Chairman.

Paul E. Damphousse
FAST Board Vice President
Paul E. Damphousse serves as Chief Operating Officer of Volta Space Technologies and President of Volta U.S., bringing three decades of space sector leadership experience. A former U.S. Marine Corps officer and Naval Aviator, he completed six combat deployments including leading the largest Marine Aircraft Group in Iraq, and served as one of few fully-qualified USMC Space Operations Officers at U.S. Space Command and Strategic Command. His Pentagon assignment leading the Advanced Concepts Directorate for the National Security Space Office included pioneering studies of high-speed point-to-point transport and space-based solar power. He holds a Master's in Astronautical Engineering, is an AIAA Associate Fellow, served on FAA's COMSTAC, and was twice nominated for NASA astronaut candidate.

Oscar S. Garcia
FAST Board Secretary
Oscar Garcia is Founding Partner, Chairman and CEO of InterFlight Global Corporation, an international air and space transportation consulting firm established in 1992. With over thirty years of aviation experience, he has served as CEO of charter airlines, executive at Cathay Pacific Airways and American Airlines, and holds operational flight experience from general aviation to Boeing 747-400 and 777 aircraft. As Chairman and CEO of a high-speed aerospace transportation think tank with over 200 industry stakeholders, Oscar is an internationally respected leader in supersonic, hypersonic and sub/orbital transportation. He chairs industry standards committees, serves as an expert witness for aerospace corporations, and is an active member of ICAO, IATA, NBAA, and the Commercial Spaceflight Federation.

Tom Marotta
FAST Board Treasurer
Tom Marotta is CEO and Founder of The Spaceport Company, where he leads development of distributed launch infrastructure on mobile offshore platforms to address spaceport congestion. Trained as a city planner, he served as a U.S. diplomat in Europe, Africa, and Iraq before transitioning to aerospace. Tom has extensive launch operations experience, helping write FAA spaceport regulations, leading the team that obtained the first FAA Part 450 launch license, and establishing Astra's Florida launch pad in record time. He is award-winning co-author of "The High Frontier: An Easier Way" and co-founder of The Beyond Earth Institute.
